The Wilmington market operates in a small state economy, largely in the shadows of larger metropolitan areas like Baltimore and Philadelphia. The few large health systems located in the three-county space are in the process of expanding and renovating operations in an attempt to compete with, and hopefully draw patients away from, other systems in the competing markets.

The economy has taken a hit in recent years and is still in the process of recovering from the recession. Construction jobs have been nearly cut in half in the past five years, and the auto industry has struggled since Chrysler closed its plant in 2007. Moreover, AstraZeneca cut or relocated 1,200 jobs in March 2013.

As a result of the struggling economy, demand is likely to increase for narrow networks and consumer-driven health plans that will make insurance more affordable for employers. This in turn could spur the healthcare community to develop more care coordination programs. Pennsylvania-based Highmark’s entrance in the market as part of an affiliation with Blue Cross Blue Shield Delaware is a boost to the region in terms of strategic experience with such programs.
