Will Terminating the Regional Greenhouse Gas Initiative and Co2 Emission Trading Program in Delaware become a reality?

Title: AN ACT TO AMEND TITLE 7 OF THE DELAWARE CODE RELATING TO TERMINATING THE REGIONAL GREENHOUSE GAS INITIATIVE AND CO2 EMISSION TRADING PROGRAM.
The argument is that this bill terminates Delaware’s participation in the Regional Greenhouse Gas Initiative and will save money for every electricity user in Delaware. There are many that make the case that the Regional Greenhouse Gas Initiative and the Renewable Portfolio Standard hurts the average citizens and the business community in Delaware (see: Delaware’s ‘Green’ Energy Policy Hurts the Poor and Robs the Middle Class).
