    English as a Second Language The LACC has added afternoon ESL and Adult Basic Education classes from 2 to 4 p.m., Monday through Friday, at 701 Maryland Ave., Newport. Del. The LACC also offers morning classes, 9 a.m. to 12 noon, M-F, and evening classes, 7 to 9 p.m., M-Th., as well as English Learner Civics classes to prepare for the U.S. Citizenship Test.
