2007 Development Report Card For The States- Delaware Receives Honor
More good news for Delaware and Delawareans.
Over the 20 years of the Development Report Card for the States (DRC), Delaware has demonstrated a consistently strong business climate. In addition, the state has made responsible investments in its economic future, and has provided an admirable standard of living for its residents. Today, Delaware stands out for providing economic opportunity to a broad range of its residents. In the 2007 DRC, Delaware is one of only two states to earn an “A” grade in all three major areas.

The Development Report Card for the States (DRC) uses 67 measures to provide a relative, state-by-state assessment of economic development, assigning grades in three main areas: Performance (economic climate for a wage-earner), Business Vitality (economic climate for a business), and Development Capacity (how a state is positioned for the future).

Congratulations again to Delaware! The report seems to rely upon more than just a few yardsticks to come up with the rankings. Connecticut and Delaware are the only States that made the honor role.
I looked up some more State rankings and found that the Governor of Delaware, Ms. Ruth Ann Minner got an “F” from the Cato Institute (http://cato.org/pubs/pas/pa581.pdf). Europeans used to say things ran best with a benevolent despot. Maybe this proves the point.
